The U.S. Department of Labor, Employment and Training Administration makes Workforce Innovation and Opportunity Act (WIOA) Discretionary Grants available to states for a number of purposes.  One of the most common purpose of Discretionary Grant is to address the training needs of individuals resulting from a large layoff of employees due plant closures, reductions in employment (downsizing), etc. for which the regular “Formula” WIOA Dislocated Worker funds are already being utilized to serve other Dislocated Workers.   Other types of Discretionary Grants address specific types of training such as work-based training, grants for addressing the needs of individuals with physical challenges, grants to address specific information system requirements on a limited basis, etc.
